Joint Stock Company Elektromreža Srbije (EMS) was founded in 2005 as the Serbian transmission system operator responsible for the transmission system operation, maintenance and development in the territory of the Republic of Serbia, its connection with other systems, and for ensuring long-term system development to meet electricity transmission needs in an economically justifiable manner.
While the company’s primary business activity is transmission system operation, EMS also carries out:
- Management and administration of the Serbian balancing electricity market,
- Research and development activities,
- Technical inspection, analysis and engineering,
- Design, construction, maintenance and exploitation of electricity networks both within the transmission system and systems of other energy stakeholders,
- Advisory services.

EMS is a full owner of Elektroistok Izgradnja and Elektroistok Projektni Biro. EMS is also one of the With its joint venture partner EPEX SPOT, EMS JSC established the South East Europe Power Exchange (SEEPEX) in 2016 and holds 75 % stake thereof. In addition, EMS is one of three TSOs that founded the Security Coordination Centre, ltd. Belgrade (SCC) in 2015.

In the form OOUR Projektni biro was developing until the end of 1989, when, at the beginning of year 1990, project office was transformed into a department within PE “Elektroistok”, until mid-2005 when the Board of Directors of PE “Elektroistok”, following the Government approval, made a decision on the foundation of Business company for the design, consulting and engineering of power and telecommunication facilities and systems “Elektroistok-Projektni biro” Ltd. ELECTRICITY COORDINATION CENTER
Electricity Coordinating Centre (EKC) was established in 1993 with the mission to coordinate operation and control of the interconnected power systems in South East Europe. Peculiarities and challenges of the interconnected power system operations led to the establishment of the EKC Studies and Consulting Department in 1997. This further increased the quality of EKC’s existing services within region of South-East Europe and further extended company's profile. Ever since then, EKC has been successfully growing its engineering consultancy capability.
Since 2007 engineering consultancy is our primary business activity. Today, EKC is a well-known and world-wide recognized consultancy company with comprehensive portfolio of successfully delivered projects in Europe, Black Sea and Central Asia, Near and Middle East and Africa. EKC has also developed various software tool currently used on various projects throughout Europe (TPC, TNA, MERLIN, BETSEE).

EKC is leader in development, updating and maintaining of the electricity market models in countries of the Southeast Europe.
SECURITY COORDINATION CENTRE
Security Coordination Centre SCC Ltd. Belgrade is the third established Regional Security Coordinator (RSC) in the Continental Europe region, and first in the region of South East Europe (SEE). Founders and owners of SCC are Transmission System Operators (TSOs) of Serbia (AD EMS) and Montenegro (CGES AD), as well as Independent System Operator (ISO) from Bosnia and Herzegovina (NOSBiH). Founded as a regional company in 2015, SCC’s main objective is to develop necessary services defined by ENTSO-E’s (European Network of Transmission System Operators for Electricity) Policy Paper “Future TSO Coordination for Europe” and by “Multilateral Agreement on Participation in Regional Security Coordination Initiatives” (shorter called MLA) in order to fulfil operational planning standards which are defined by European Network Codes/Guidelines. According to MLA, main services that RSCs should provide to TSOs are:
- validation and merging of Individual Grid Models (IGMs),
- coordinated security analysis (CSA) including remedial actions,
- coordinated capacity calculation (CCC),
- outage planning coordination (OPC) and
- short-term adequacy (STA) forecast.
So far, SCC is performing validation and merging of IGMs for day-ahead and intraday time horizons, as well as security analysis without remedial actions and coordinated outages planning in the SEE Maintenance Coordination group. Beside these daily processes, performed for its service users, SCC is participating in weekly operational processes: pan European STA calculation (process is organized on rotational basis among all RSCs) and regional OPC calculation (each RSC performs calculation for its region and then all potential incompatibilities are coordinated on weekly teleconference). Also, SCC engineers are contributing in development of mentioned functionalities within ENTSO-E’s Project Groups OPC and STA, together with other European RSCs and TSOs. Development of remedial actions functionality and automatic coordinated capacity calculation for 24 hours are in progress.
SCC has good operational and professional cooperation with other RSC’s as well: CORESO, TSCNET, Nordic and Baltic. Dynamic business surroundings and constant development mainly caused by changes in European regulative and requirements for being included in ENTSO-E association, and also specificities of transmission systems and national electricity markets in SEE region, represent additional challenges for future SCC development.
SEEPEX
SEEPEX a.d. Beograd (SEEPEX) is a licensed Market operator for an organized electricity market/power exchange established in the form of partnership between EMS and EPEX SPOT as a joint stock company back in 2015. SEEPEX operates the organized day-ahead electricity market, with the standardized electricity products and delivery with the aim to offer these electricity products for trading in Serbia and in the SEE region, where appropriate. In addition to the established day-ahead market, European Energy Exchange AG (EEX) and SEEPEX launched the Serbian power futures.
SEEPEX a.d. Beograd (SEEPEX) is a licensed Market operator for an organized electricity market/power exchange established in the form of partnership between EMS and EPEX SPOT as a joint stock company. SEEPEX operates the organized day-ahead electricity market, with the standardized electricity products and delivery with the aim to offer these electricity products for trading in Serbia and in the SEE region, where appropriate. In addition to the established day-ahead market, European Energy Exchange AG (EEX) and SEEPEX launched the Serbian power futures.
Since October 2019, SEEPEX also started working on Trinity project funded by European Comission. Trinity is a response to call for proposals under Horizon 2020 EU R&D programme. The goal is to develop solutions for increased regional cross-border cooperation in the transmission grid. Specifically, more cooperation between TSOs, energy producers and market participants, in particular at a regional level. This project, in that sense, aims to harmonize cross-border services between EU and non-EU countries.
SEEPEX is a member of a consortium that consists of 19 companies. Inside the consortium, SEEPEX is responsible for the part concerning electricity market. As an established power exchange, with lots of experience and good expertise in the field, SEEPEX will deliver tools that will try to enhance electricity trade in the SEE region - Intraday Auction Market Platform, Capacity Reserve Market platform, Bilateral trading platform and Guarantees of Origin market tool. Demonstration of these tools is foreseen for 2022 and 2023.
Whole project will last for 4 years and is fully non-profit based.
